Luis Xavier Avalos

Luis Xavier Avalos Bozo is a Bolivian lawyer, graduated at the top of his 2021 Law Class. He currently serves as a member to the Net Zero Tracker (NZT) team, from University of Oxford. With professional experience at Save the Children, KOICA, the Organization of American States (OAS), UNICEF, UNDP, and the UN Major Group for Children and Youth, Luis focuses on global governance, climate equity, and sustainable finance. His academic interests converge at the intersection of international environmental law, sustainable development, and intercultural public policy in Latin America.

The youngest awardee of Bolivia’s National Congress ‘Illustrious Figure Decoration’, he received this honour during 2025, as a testimony to his leadership, drive and strong impact in the field of Peace Culture, Rule of Law and Youth Development, in commemoration of Bolivia’s 200 years of Independence. He has also been awarded the highest public recognition of El Alto’s Local Government twice and the Rotary Medal once, for his outstanding achievements in the fields of youth leadership and academic excellence.
